For Worms Ultimate Mayhem on the PC, a GameFAQs message board topic titled 'This game doesn't even work!'

I had the same issue. After a few removals and re-downloads (three or four), it seems to have downloaded the WormsMayhem.exe file.

Bios Agent 3.66. However, the game will still not launch for me. The launcher works fine, but when I hit Play there, nothing happens.

Trying to run the WormsMayhem.exe file, I get an error about the version of the file not compatible with the version of Windows I'm running. TL;DR: Have 'your friend' *wink* completely remove the WormsXHD folder after removal from steam and redownload, but if you're running a 64bit version of Windows, it still may not work.
